Mr. Omotoye, Oludolapo Festus was born on the 22nd November, 1963 in Lagos. An indigene of Lagos state. He attended the University of Ilorin for his first degree in Political Science and later in 1998, he had his MPA (Human Resource, ND personnel Management) from the Lagos State University (LASU), Ojo.

Mr. Omotoye was appointed into the state civil service in 1991. He was redeployed to the Office of Establishments and Training and later to the General Service Office / PSO in 1995. In 1999, he was deployed to the Lagos State House of Assembly as the Clerk on Table/ Committee Secretary and then to the Lagos State Independent Electoral Commission (LASIEC), Yaba in 2002. He was posted to the Local Government Service Commission in 2004.In 2005, he was redeployed as the Assistant Chief Admin Officer in the Ministry of Economic Planning and Budget. In 1998, he moved to the Ministry of Water Front Infrastructural Development as a Chief Admin Officer.

In January 2016, he became the Director of Finance and Administration / Bureau Secretary Lagos State Records and Archives Bureau (LASRAB) and subsequently as the Director Admin and Human Resources at the Teachers’ Establishment and Pension Office (TEPO). The position he still occupying presently.
